Can't change my profile picture

I have been trying for days to change my profile picture back to what it was and it won't do it when it hit save all you get is the circle going around. I have closed the app completely and gone and tried again and it's the same thing. I have tried on Android, Apple and windows.

  I haven't been able to update my profile picture for weeks! Can't even send a picture in chat either. It's really annoying lol
