How is the mastery ranking measured?

Is it just the order in which mastery was achieved?

Is it possible to move up?

  I think the ranking is based on the order people finish in according to their tech doc.  So basically the quicker you finish the higher your place is.  You can only master a list once (in the mastery race) so you can't move up.  On a re-mastered list you don't get a rank the first time as it didn't qualify for mastery until it was reset.
