There's an article about blocking below but it doesn't mention how to unblock. I would assume that if someone is blocked you would use same facility to unblock. Like for someone who isn't blocked the button would say "block" and if they are already blocked it would say "unblock". As I haven't used that facility I can't add any more except to say use "submit a request" if it doesn't work that way.

Ok once they are blocked you won't be able to see them at all...lol Submit request about it.
